A coalition of faith-based and grassroots citizen groups will rally at the State Capitol today to protest Governor Rendell's proposal to seed $75 million dollars into a new statewide pre-school program. The organizations are countering "Pre-K Counts" with a plan of their own - "Pre-K Choices" - using Pennsylvania's existing Educational Improvement Tax Credit Program (EITC) as the framework for their market-based alternative.
